Assam on Tuesday transferred Rs 10,000 each to 40,505 young graduates under the Mukhyamantri Jibon Prerana scheme, covering assistance for April to July, Chief Minister Himanta Biswa Sarma said.
Under the scheme, eligible 2025 graduates who have not enrolled in postgraduate education are entitled to Rs 2,500 a month for one year while preparing for employment or further career-oriented programmes. Sarma said 48,188 young people had applied, and assistance had earlier been disbursed for February and March of 2025-26.
The regular rollout was interrupted by the election notification and subsequent state budget approval, he said. The four-month instalment was therefore released together through direct benefit transfer. Around 1,000 applicants did not receive the payment because their Aadhaar verification was pending, Sarma said, adding that they would receive their dues after verification.
The Chief Minister also launched the CM Flight scheme to support trainees undertaking Japanese-language courses linked to jobs in Japan and Japanese companies. The government will provide Rs 1.5 lakh per trainee: Rs 1 lakh during the one-year course and Rs 50,000 when the trainee obtains a visa to travel abroad, he said.
Sarma said 148 trainees are currently studying at three institutions — Asian Assam Academy, Mirai Japanese Learning Centre and JEE Ventures LLP — and 24 have passed the JFT Basic examination. He said such courses can cost students between Rs 3 lakh and Rs 4 lakh, with banks also being asked to provide loans.
The government aims to expand CM Flight through colleges and universities and wants at least 10,000 young people to receive such training, Sarma said. He also said officials were considering integrating spoken English and Japanese training with GNM nursing education at at least five schools, citing overseas demand for caregivers.
At the same programme, the government released the fourth phase of interim flood assistance of Rs 15,000 per affected family for Sivasagar, Charaideo and Jorhat districts. Revenue and Disaster Management Minister Keshav Mahanta said 16,746 households would receive the assistance, involving Rs 25.12 crore, and that a second phase of damage assessment would begin after a review of the first survey.
